
Susana Lopez-Baker, Board Member
Executive Director, Boulder County Housing Authority
Susana Lopez-Baker serves as the Boulder County Housing Director and Executive Director of the Boulder County Housing Authority (BCHA), where she leads strategic initiatives to expand affordable housing opportunities and strengthen community partnerships across the region. With over a decade of experience in housing, equity, and community development, Susana brings a dynamic and inclusive leadership style rooted in collaboration, innovation, and equity.
Prior to her current role, Susana held key leadership positions including Deputy Director of the Department of Housing and Human Services, Chief Officer of Internal and External Services at the Brighton Housing Authority and Director of Community Engagement and Equity at the YWCA of Boulder County. Her work has consistently focused on building bridges across sectors to address housing insecurity, promote racial equity, and empower underserved communities.
Susana is a 2020 Civico Leadership Fellows Graduate and holds a bachelors degree in Sociology from Adams State University and a master’s degree in Human Behaviors from Valparaiso University. She also served as the President of the Board of Directors for Boulder County Voices for Children CASA, reflecting her deep commitment to youth advocacy and community service.
At BCHA, Susana oversees a continuum of housing programs—from emergency shelter and transitional housing to homeownership—ensuring that Boulder County residents have access to safe, stable, and affordable homes. Her leadership is marked by a strategic change management lens and a proven track record of managing complex projects and fostering multi-stakeholder collaboration.
Susana’s approach is informed by a strong understanding of cultural capital and equity frameworks, including the Pacific Education Group’s Courageous Conversations About Race protocol and the Government Alliance for Racial Equity (GARE). She is dedicated to embedding equity, diversity, and inclusion into every facet of housing policy and practice.
